A significant portion of people driving is people driving around the block looking for parking.

People who study this stuff say that parking lots and street parking should only be 7/8 full. The prices should be flexible enough to adjust for demand.

The thing is if he paid 25¢ he could have walked one block, his choice indoors or outdoors. If he was willing to walk two blocks he could have parked in the parking ramps that were two blocks away for free. After 15 min of cruising he parked a block and a half away from the door to his dinner meeting.

People "can" be logical, they choose not to be.
